About the scheme

Alderton Hill Bridge carries Alderton Hill over Loughton Brook in Loughton, situated between Roding Road and Old Station Road.

The bridge is made up of 3 structures, a Victorian arch and an extension either side of the arch.  Assessments show that the footway on the north side is in a weakened condition and requires strengthening.

During summer 2018 the first phase of works was carried out to divert utility services from the bridge footway to the carriageway. This allows the northern footbridge deck to be removed and replaced during summer 2019.

The Works

Strengthening works to the north side of the bridge are planned to begin Thursday 25 July 2019 until Monday 2 September 2019 to coincide with the school holiday period.  This will require the full closure of the bridge until the works are complete.

The installation of new kerbing and pedestrian guard rail will be necessary at the junction of Roding Road/south side of Alderton Hill as part of this scheme.  These works will be managed with the support of temporary traffic lights during the closure period, from 5 August to 9 August 2019 during off peak day time hours only (10am to 3pm).

What is involved and how it may affect you

It is recognised this is a traffic sensitive site, and we have therefore scheduled the main strengthening works to coincide with the summer holiday period when traffic flows are expected to be lighter, to minimise inconvenience to the area.

It will not be possible to keep the bridge open to vehicles during these works so a full road closure will be in place.  Roding Valley high School will remain accessible to vehicles via Old Station Road and pedestrian access will be maintained at all times across the bridge.

Advance warning signs and appropriate traffic management and diversions will be in place during the road closure, including advertised diversions suitable for high sided vehicles via Alderton Hill, High Road, Traps Hill, Borders Lane, Hawthorns, Chigwell Lane, Oakwood Hill and vice versa.

The proposed diversions are outlined below:

Proposed diversion plans, including tall HGV route

We urge all drivers to take additional care during the works, allowing extra time, observing signage and traffic management in place.

Passenger transport

Bus operators have been informed of the bridge closure so they can made any suitable adjustments to their running service.

Clearway/No Parking restriction – Brooklyn Avenue/Brook Road

A temporary Clearway/No Parking area will be in place to support bus services and large vehicles such as emergency services taking alternative routes.  This will affect Brooklyn Avenue and a section of Brook Road from the junction Alderton Hill and Brooklyn Avenue. This restriction is intended to be effective 24 hours a day, seven days a week for the full duration of the bridge closure to ensure the route is free from obstructions.

Advance warning notices will clearly identify the sections of road and periods when parking enforcement is effective. ‘No parking’ cones and signage will be in place so please refrain from parking vehicles in these areas when the Clearway/No Parking restriction is in operation.

The Clearway/No Parking areas are enforceable by issuing a Penalty Charge Notice or parking tickets. In addition, if a vehicle is causing an obstruction and the owner cannot be easily identified then the owner is at risk of the vehicle being moved, by one of our specialised contractors, to a nearby safe parking place. If this were to happen the owner would be required to contact the Essex County Council contact centre on 0345 603 7631 or Essex Police on 101 who will have details about the whereabouts of the vehicle.

We regret any inconvenience caused by this restriction, however it is essential we enforce a Clearway to ensure the road remains clear without obstructions.

A plan is included below of the approximate location of the proposed Clearway/No parking restriction for illustration purposes only and can also be referred to on www.roadworks.org.  Areas affected will be clearly identified on site.

To view details regarding enforcement of the restriction, please also refer to information poster in the Document section below.
