Sandford Road, Chelmsford - ITS Replacement Programme

About the scheme

Essex Highways has to replace and upgrade the ageing and deteriorating traffic signal equipment at the junction of A138 Chelmer Road and Sandford Road, Chelmsford. The work includes renewal of all traffic signal (traffic lights) equipment and renewal and/or repair of the underground cable ducts under the roads as well as those under the pavements.

This work is part of is an Essex-wide ongoing programme to refurbish / renew all existing traffic signals in Essex. We are upgrading all traffic signals to extra low voltage equipment and lower-energy LED signals. This will ensure that they continue to operate reliably and safely as well as reducing energy consumption and so cost.

The works

The work starts on Monday 13th May and is likely to take approximately 4 weeks, weather and other unforeseen issues permitting. The works will be carried out from 7am to 7pm Monday to Friday and 8am to 1pm on Saturdays. These dates may be subject to change should unforeseen issues arise.

Road closure

For the duration of the works, Sandford Road will be closed to vehicles at the junction with A138 Chelmer Road 24 hours a day for 4 weeks. The reason for the full closure of Sandford Road is to significantly reduce the time taken to complete the works. (With a part-closure the works would probably take 10-12 weeks.)

During the closure the Chelmer Road (service road between Sandford Rd and Springfield Road) will remain open at its junction with Sandford Road, allowing drivers and riders to drive to and from Springfield Park Rd, but NOT to go to and from Sandford Rd and the main A138 Chelmer Rd. Diversions will be signed and can be seen in detail on map and listed at www.essex.gov.uk/traffic.

A temporary controlled pedestrian crossing will be provided across A138 Chelmer Road whilst the works are undertaken. During working hours carriageway lanes on the A138 Chelmer Rd will need to be closed as necessary to carry out the work in a safe manner. Unfortunately, some of the works will create noise and traffic congestion and we apologise in advance for any disturbance caused.

Shuttle Bus

During the works we will be providing a shuttle bus service due to the closure of Sandford Road. Buses will not be able to fulfil the route from Sandford Road to Chelmsford City Centre.

The shuttle bus will be parked in Gainsborough Crescent between journeys to the City Centre so to facilitate this we have arranged for a temporary suspension of residents parking bays for a length of 15m close to the junction of Sandford Road. Please see the drawing detailing the parking suspension.

Further Information

We ask for your co-operation during the works period and request you refrain from parking in the location shown on the plan to assist the bus service during the works.

For general enquiries regarding the works please contact the Essex County Council customer service team by completing the online form www.essex.gov.uk/enquiries. For further information about roadworks in your area please visit www.roadworks.org.
