About the works

As part of the approved Windermere development on Hospital Approach, Broomfield (Planning Application Ref: 23/00520/FUL), the developer will carry out the following highway improvement and road safety works:

  • Construction of a new bellmouth access on the northern side of Hospital Approach
  • Upgrades to footways along the site frontage to enhance pedestrian access
  • Installation of a new uncontrolled pedestrian crossing with a central island on Hospital Approach
  • Addition of a new traffic island to improve road safety
  • Relocation of the westbound bus stop on the southern side of Hospital Approach approximately 15 metres west

These improvements are essential to support the development and enhance safety and accessibility in the area.

How it will affect you

Works are scheduled to begin in July 2025, timed to coincide with the school holidays to minimise disruption.

The project is expected to last approximately six weeks, with the majority of the work taking place Monday to Friday, 7am to 5pm, although traffic restrictions remain required 24 hours a day.

Temporary traffic management

Following traffic and congestion issues caused by developer works on Hospital Approach, Chelmsford on 21 July 2025, Essex County Council has cancelled the developer’s permit to work on the public highway and asked that their works be replanned.

The developer has been asked to work with Essex Highways to ensure any future works have minimal impact on traffic going in and out of Broomfield Hospital.
