About the scheme

As part of planning conditions for the development of properties on the Maylons Farm Development granted by Rochford Council Planning, improvements to the local highway are required to relieve congestion at a bottle neck, affecting motorists in the area. 

Preliminary works to clear and prepare the site will start on Monday 4 January 2021 after which construction on a new larger roundabout will begin and is anticipated to be completed in June 2021. 

What is involved and how this may it affect you

To ensure disruption is kept to a minimum the works will take place in phases with appropriate traffic management for the works taking place to protect the safety of the public and workforce. 

The site access has been designed to include a suitable access to allow delivery vehicles to enter and deliver goods off the carriageway to minimise disruption to local residents. 

The majority of the improvement works will be carried out during the daytime between the hours of 7am and 10pm, Monday to Saturday.

The Proposed traffic management restrictions are as follows:

• Lubbards Close will be closed at the junction with Rawreth Lane for approximately three weeks.

• Lane restrictions will be in place on Rawreth Lane with traffic managed by two-way temporary traffic lights to access Hullbridge Road
Phase 3A:
April 2021
Hullbridge Road and service road (Hambro Parade) exit to shops Road construction works to join existing shops exit to new  Hullbridge Road roundabout arm at he same time joining Mortimer Road to new Hullbridge Road roundabout arm.
• Lane restriction in place on Hullbridge Road with road narrowings and two-way temporary traffic lights 
Phase 3B and 3C:
April 2021
Hullbridge Road,  Mortimer Road and Chapman Court junctions Road construction work to join Mortimer Road junction to the new Hullbridge Road roundabout arm
• Mortimer Road closed at the junction with Hullbridge Road
• Lane restriction in place on Hullbridge Road with two-way temporary traffic lights to access Hullbridge Road and Rawreth Lane
Phase 4A:
April to May 2021

Section of redundant Hullbridge Road / Chapman Court junction Proposed construction work to stop up one end of redundant section of Hullbridge Road.
• Lane restrictions with two-way traffic lights in place 
Phase 4B and 4C:
May 2021
Mortimer Road junction at Hullbridge road and Hullbridge Road south side Road construction works to join existing section of Hullbridge Road, fronting the shops to new roundabout arm.
• Mortimer Road closed at the junction with Hullbridge Road

• Hullbridge Road (northern arm) near it’s junction with Mortimer Road will operate under single file traffic, using temporary 2-way traffic signals, to access Hullbridge Road.
Phase 4D:
May 2021
Hullbridge Road at junction with redundant section of Rawreth Lane Road construction works to close off redundant Rawreth Lane junction where existing mini roundabout exists and convert this section of road to permanent overflow parking area for shops.
• Single file traffic in operation along Hullbridge Road into new roundabout arm
Phase 5:
June 2021
Lubbards Close, Rawreth Lane, Hullbridge Road, Mortimer Road, Chapman Court Resurfacing works for five nights between the hours of 8pm to 5am.
• Overnight road closures. Diversions will be in place

A formal diversion route will be signposted during road closures.

Please note that the programme may be subject to change if affected by poor weather or if unexpected issues arise.

Passenger transport

We anticipate some bus services will be affected by planned road closures.  Bus operators have been informed of our works and made aware of the planned diversion route. We are working with Essex Passenger Transport team to minimise any inconvenience.

The developer/contractor will provide the necessary updates to any affected local residents, businesses and interested parties in advance of the works, including the on-site signage.
