Onsite investigation works commissioned by Essex Highways to inform the structural assessment of Paper Mill Bridge were completed in March 2022.  The findings have been reviewed and will inform the structural assessment of the bridge going forward.

The current position

Paper Mill Bridge is a three span bridge constructed circa 1935, that carries North Hill over the River Chelmer in Little Baddow, Chelmsford.

The existing parapets are sub-standard and the condition of the bridge is deteriorating. 

The bridge has limited structural capacity. A 7.5 tonne structural weight limit was introduced in 2001 however there are exemptions which allow vehicles over 7.5 tonnes such as agricultural vehicles (when used to access premises adjacent to the bridge for the purpose of delivery or livestock and agricultural produce), emergency services and public service vehicles to pass over the bridge.

Further to a meeting with Little Baddow Parish Council on 30 September 2021, we are continuing to undertake structural assessments and inspections of the existing bridge to ensure all possibilities for the crossing are considered.  Our findings will be discussed with the parish in early 2022.
