Tipplers Culvert, Dowsett Lane, Ramsden Heath

Progress update - 12 December 2017

Works to install a new culvert under Dowsett Lane in Ramsden Heath are now substantially complete with only minor works remaining.  The road reopened to the public on 8 December 2017. 

We would like to extend our thanks to residents for their continued patience during the road closure and the works.

About the scheme 

Tipplers Culvert is a six metre long brick culvert located under Dowsett Lane in Ramsden Heath, Billericay which carries a watercourse underneath the road. 

The road was placed under an emergency closure for public safety reasons in February 2017 after inspectors found the structure had partially collapsed.

The damage, much of which is not visible from the road, means that it is unsafe to allow any vehicle to pass over the culvert until reconstruction works are completed.

A programme of work involves the demoltion and removal of the existing brick culvert that runs underneath the carriageway.  This will be replaced with pre-cast concrete culvert box sections.  An investment is also being made to improve drainage in the vicinity by installing new gullies linking to an existing ditch. Resurfacing works will also be undertaken as part of the carriageway reinstatement works.

There are a number of utility services that run through the existing structure and arrangements have been made with the necessary third parties to protect and divert supplies as necessary. 

Works will be undertaken in phases to ensure access is maintained for pedestrians and dismounted cyclists.

The works

Works are planned to start week commencing 18 September 2017, with works typically taking place between the hours of 7.30am and 5.30 pm, Monday to Friday.   We anticipate works to be complete during the first week of December 2017, however the programme may be sensitive to poor weather conditions or unexpected issues.

These works are necessary to ensure our highways remain safe and meet the required standard. 

What is involved and how may it affect you

A temporary diversion will remain in place until it is safe to reopen Dowsett Lane.

The diversion route via Downham Road, School Road, Sudbury Road and Hawkswood Road and vice versa and can be viewed on and local signage.
