Road Closures: Velizy Avenue, First Avenue Mandela Avenue, A1019 and Fifth Avenue – Zelenskyy Avenue A1019
On behalf of Essex County Council, Bouygues UK Ltd are undertaking essential works on Velizy Avenue, First Avenue Mandela Avenue, and the A1019 as part of the Harlow Sustainable Transport Corridor project.
The contractor will also be undertaking works on Fifth Avenue – Zelenskyy Avenue A1019. Both these series of works require road closures as detailed below.
Road Closures: Velizy Avenue, First Avenue Mandela Avenue, A1019
Nighttime road closures will take place on Velizy Avenue, First Avenue Mandela Avenue, and the A1019, on the following dates and times:
- From 8pm on Sunday 21st September to 5am on Monday 22nd September 2025, and from 8pm on Monday 22nd September to 5am on Tuesday 23rd September 2025, there will be nighttime closures:
- Southbound on the A1019 from the Sainsbury’s Roundabout to the Velizy Roundabout
- In both directions on First Avenue Mandela Avenue between the Velizy Roundabout and the Park Lane mini roundabout
- Southbound on Velizy Avenue, between the Velizy Roundabout and the Water Gardens Roundabout
- • From 8pm on Tuesday 23rd September to Wednesday 24th September 2025, there will be nighttime closures:
- Southbound on the A1019 from the Sainsbury’s Roundabout to the Velizy Roundabout
- In both directions on First Avenue Mandela Avenue between the Velizy Roundabout and the Park Lane mini roundabout
- In both directions on Velizy Avenue, between the Velizy Roundabout and the Water Gardens Roundabout.
Access will be maintained for businesses requiring access into Crown Gate. Emergency access to and from Terminus Street will be available via Post Office Road and North Gate.
Please note that these works are weather dependent. Therefore, in the event that any of the above closure dates cannot take place due to inclement weather, the following two contingency dates may be required for nighttime road closures on Velizy Avenue, First Avenue Mandela Avenue, and the A1019:
- From 8pm on Wednesday 24th September to 5am on Thursday 25th September 2025
- From 8pm on Thursday 25th September to 5am on Friday 26th September 2025
These closures are needed for surfacing works on Velizy Avenue, First Avenue Mandela Avenue, and the A1019, ensuring the safety of both the public and workforce.

Road Closure: Fifth Avenue – Zelenskyy Avenue A1019
Nighttime road closures will take place on Fifth Avenue – Zelenskyy Avenue A1019 in both directions between the Burnt Mill Roundabout and the Sainsbury’s Roundabout. These closures will take place on three nights, at the following dates and times:
- From 8pm on Wednesday 24th September to 5am on Thursday 25th September 2025
- From 8pm on Thursday 25th September to 5am on Friday 26th September 2025
- From 8pm on Friday 26th September to 5am on Saturday 27th September 2025
Please note that these works are weather dependent. Therefore, in the event that any of the above closure dates cannot take place due to inclement weather, the following two contingency dates may be required for nighttime road closures on Fifth Avenue – Zelenskyy Avenue A1019:
- From 8pm on Saturday 27th September to 5am on Sunday 28th September 2025
- From 8pm on Sunday 28th September to 5am on Monday 29th September 2025
The nighttime road closures on Fifth Avenue – Zelenskyy Avenue A1019 are required to carry out surfacing works, with a full closure needed to ensure both the safety of the public and workforce.
