About the scheme
Preparations are being made to carry out carriageway improvements to Tindal Street and New London Road in Chelmsford.
Due to the extent of the works, which will include reconstructing large sections of the carriageway followed by resurfacing, it will be necessary to close Tindal Street and New London Road to vehicles 24 hours a day for the protection of the public and the workforce.
Bus operators have been informed about the works so that adjustments can be made to their services. Buses will be diverted, including park and ride services which usually access Tindal Street. Passengers will be advised to use alternative stops and contact bus operators with any specific queries relating to their services. Further information is outlined below.
What is involved and how this may it affect you
The carriageway works are due to commence Monday 28 January 2019 and are anticipated to be complete by the end of February 2019.
Please be aware that these works are subject to suitable weather conditions. Any changes to the programme will be reflected on local signage and this webpage.
The on site team will work between the hours of 7.30am and 7.30pm Monday to Friday and between 8.00am and 4.00pm on Saturdays (daytime light permitting) however the road closure will be necessary 24 hours a day as described below:
Road closure information:
Tindal Street leading to New London Road up to junction with Bellmead Road:
- Closed to all vehicles, 24 hours a day for the full duration of the works.
New London Road between Bellmead junction and A1060 Parkway:
- Closed to all vehicles, 24 hours a day travelling southbound for the full duration of the works.
- A northbound closure of New London Road (Parkway to Bellmead junction) will be necessary On 28, 29 and 30 January between the hours of 7.00pm and 5.00am. No through traffic to Bellmead during this period resulting in access to High Chelmer multi storey car park being unavailable overnight.
- To ensure we have unrestricted access to the area it will be necessary to temporarily suspend disabled and loading bays fronting properties numbered 62 to 84 New London Road for the full duration of the works.
We regret that while each section of road is under construction, minimal vehicular access to businesses and properties will be available. These restrictions are necessary to protect the public and the workforce. Closure points will be staffed to support property/businesses however access will be dependent on the operations being conducted and some delay may be experienced.
Pedestrian diversions will be in place during the works and bus passengers will be advised to use alternative stops.
Bus services which leave the City via New London Road (services 13/13A/14/32/42/42A/46/100/351 and school service 512) and the Park and Ride service will call additionally at temporary stops located in Market Road, after leaving the Cathedral bus stop. Meanwhile all other Tindal Street services will next call at their regular Parkway bus stops.
Advance warning signage will be in place prior to the works with vehicles diversions in place via Market Road and Victoria Road South, Parkway and Bellmead.
Taxi, disabled and loading bays:
A number of bays will be temporarily suspended in the area to support the works and provision of buses, including Market Road.
On Market Road, disabled bays will be temporarily suspended and taxi bays reallocated and sign posted making way for two temporary bus stops on the route.
Advance warning notices will be in place. We would encourage all drivers and pedestrians to take additional care when travelling in the area and observe signage.
Traffic management will be monitored and adjustments made as necessary to minimise delays on this route.
We apologise for any inconvenience these temporary arrangements will cause however they are necessary to ensure access is unrestricted in the area.
Residents and businesses fronting the works will be informed separately.
