Pinch Point Fund

Essex County Council submitted a number of bids in February 2013 to the government’s Local Pinch Point Fund. These bids were for schemes that would address local pinch points and assist in the release of economic and housing growth. 

An announcement by the government on which bids are to receive funding awards is expected later in 2013, with funding for successful schemes to be provided over the 2013/14 and 2014/15 financial years.


Harlow clock tower roundabout, Harlow

This £4.2m scheme aims to improve junction capacity and accessibility to Harlow's town centre and Enterprise Zone. It will also support development plans for 16,000 new homes and 12,000 new jobs across the district. The scheme is located on the main A414 through Harlow. 

The existing junction is a 4-arm roundabout with major flows on the A414 north/south and A1025 Second Avenue towards the town centre. The proposed improvement removes the left-turns into and out of Second Avenue from the circulation. The scheme is supported by Harlow Council.


Army and Navy Parkway widening, Chelmsford

This £1.5m scheme is located at the pinch point on the approach to Chelmsford, and will ease traffic exiting from the roundabout and heading to the city centre, west end and Chelmer Waterside redevelopment.

The scheme provides an additional lane along Parkway (A1060) westbound, between the Army and Navy roundabout and the Odeon roundabout (A1060/A1099/Manor Road), and relocation of the pedestrian crossing further west, away from the roundabout exit. This will address capacity issues and prevent queuing traffic backing onto, and blocking, the roundabout.  

The scheme aims to improve flows along Parkway and the efficiency of the Army and Navy roundabout. The scheme is supported by Chelmsford City Council.


Army and Navy Improvements: Extended left turn slip lane from A1060 Parkway to A138 Chelmer Road

The scheme will provide improvements at the Army and Navy roundabout (A1060/A138/A1114); a gateway to Chelmsford where a number of key radial routes meet. Significant congestion is experienced in this location which has a detrimental effect on the vitality of the city centre and wider urban area. 

The project will provide an extended left turn slip lane from A1060 Parkway to A138 Chelmer Road to provide more stacking capacity on the approach to the roundabout.  Works will also include the linking of the existing part-time traffic signals to enable improved efficiency of the roundabout and provide a wider footway and cyclepath and a wider, two-stage signalled toucan crossing. 

This scheme complements the Parkway widening scheme which was awarded Pinch Point Funding in Tranche 2.


A176 Nethermayne improvements, Basildon

This £3.4m scheme aims to reduce congestion and increase accessibility along the A176. It will also improve access to Basildon Hospital as well as the town centre, supporting plans to create 5,000 jobs. 

These aims will be achieved by adding an extra traffic lane in the north-bound direction, between the hospital roundabout and roundacre roundabout in the town centre. In addition, a signalised pedestrian crossing will be provided. Bus priority along the route will be retained. The scheme is supported by Basildon Council.

The scheme is currently on site and is programmed to be completed in April 2015.


Colchester Park and Ride and North Station roundabout bus priority

This  scheme will see delivery of Colchester’s first Park and Ride site. The scheme has links with Colchester’s Local Plan and also assists with relieving congestion at Colchester Station roundabout. The scheme also complements the Northern Approach Road corridor improvement being forward-funded by Essex County Council. 

The aim of the scheme is to increase the number of people able to access Colchester town centre via the Northern Approach Road Rapid Transit Corridor, relieving a current pinch point on the network. The scheme is supported by Colchester Borough Council. 

This scheme has been re-submitted for consideration for tranche 4 Pinch Point Fund.
