Application to close a Public Right of Way

A Temporary Traffic Regulation Order (TTRO) will be required if a Public Right of Way needs to be closed due to planned works. A public right of way includes the following:

  • footpaths - for walking, running, mobility scooters or powered wheelchairs
  • bridleways - for walking, horse riding, bicycles, mobility scooters or powered wheelchairs
  • restricted byways - for any transport without a motor and mobility scooters or powered wheelchairs
  • byways open to all traffic - for any kind of transport, including cars (but they’re mainly used by walkers, cyclists and horse riders)

Each Public Right of Way has its own number and locality.

How do I apply for a TTRO to close a Public Right of Way?

The application form (below) should be completed, along with a plan highlighting the extent of the public right of way to be closed in red and the alternative route in green. All Public Rights of Way and roads should be clearly labelled on the plan and a north indicator provided.

How long does it take to process a TTRO for a Public Right of Way?

A minimum of 6 weeks is required to process the TTRO to allow: 

  • A consultation process to be undertaken with the police, emergency and other services.
  • An intention and has made notice is advertised in the local newspaper.

A contractor applying for a TTRO is also required to notify the public in advance by local advance signing of the works and also by letter to affected residents.

How much does it cost?

The cost is currently £1023 for all TTRO’s. Please ensure a valid purchase order number is provided on the application form to allow an invoice to be issued (please note your application will not be processed without this).

The fee is made up of:

  • Legal advertising costs
  • Legal administration costs and
  • Processing fee

The cost does not include any temporary traffic management costs associated with the proposed restrictions. Any traffic management or signing necessitated by the TTRO should be arranged and paid for by the applicant.

Duration

A TTRO associated with a Public Right of Way can be enforced for up to 6 months.

Extensions of TTRO’s associated with Public Rights of Way

If the closure is required for a period longer than 6 months then an extension will be required to the original TTRO. You will need to apply for the extension no less than 8 weeks prior to the original TTRO expiring.

The cost for the extension will be £500. Please ensure a valid purchase order number is provided on the application form to allow an invoice to be issued (please note your application will not be processed without this).

Emergency Closure of Public Right of Way for public safety

A Temporary Traffic Regulation Notice (TTRN) can be issued to immediately close a Public Right of Way on grounds of public safety for up to 21 consecutive days.

The application form (below) should be completed, along with a plan highlighting the extent of the public right of way to be closed in red and the alternative route in green. All Public Rights of Way and roads should be clearly labelled on the plan and a north indicator provided.

The cost for a TTRN is £140. Please ensure a valid purchase order number is provided on the application form to allow an invoice to be issued (please note your application will not be processed without this).
